PARKERSBURG 鈥� A Wood County Circuit Court judge has ruled that the City of Parkersburg鈥檚 new method of picking up recyclables does not follow established state law. Judge J.D. BALTIMORE, MD 鈥� A federal judge sentenced an Elkins man to more than two decades in prison for child sex abuse crimes, officials said. U.S. District Judge Julie R.
